Techno-spaz strikes again: I really did create a Laffer curve, but can't figure out how to "implant" it

You find a magic red pencil and hey, presto can make three instant changes to the publishing industry. However: the changes must be specific (not 'market books better') and measurable (not 'only publish -good- books!').

For example:

1) Publishers never offer advances less than $10,000 or more than $1,000,000.
2) Bookstores purchase stock outright--no returns.
3) The hundred best-selling writers tithe ten percent of income to underwrite a weekly prime-time book-club/talk show, preferably hosted by Mindy Cohen. (Fact of Life! You know.)
